UK science minister wants multi-year research funding framework

The UK鈥檚 universities and science minister has said that he wants to create a five-year financial framework programme to fund research with strategic missions 鈥渃entred鈥 inside it, similar to the European Union鈥檚 system, to promote public understanding of the benefits of research funding.

The EU鈥檚 research programmes run for seven years and aim to address particular social challenges.

Chris Skidmore told a fringe meeting on research at the Conservative party conference on 30聽September that there was a 鈥渄isconnect between the funding going out of the door to fund a project鈥 and public recognition of the benefits of that funding.

The 鈥渇rustrations of turning on the Today programme to hear this latest discovery鈥檚 been made or invention created but with no understanding of how that came to be funded鈥 were 鈥減erennial鈥 in government, the minister told the meeting, hosted by the Royal Society, the British Academy and other learned societies.

The minister added that Boris Johnson, the prime minister, had spoken at a business lunch that day at which he 鈥済ave an incredibly strong case for investing in science and universities鈥.

But Mr Skidmore referred to the 鈥減lethora鈥 of funding pots within the government鈥檚 industrial strategy, 鈥渁nd that鈥檚 aside, obviously, from all the research council funding鈥.

He said that having returned to the universities and science brief after a seven-week sojourn as a health minister, there were 鈥渢wo clear lessons that I聽now want to try and resolve鈥.

First, in light of the fact that 鈥渢he centre [of government] seems to be keen to further investment in science and R&D鈥, he would like to explore 鈥渉ow can we ensure public perception follows the money, as it were鈥 and 鈥渉ow can we potentially create a more sustainable approach to funding?鈥

Rather than an annual funding settlement, 鈥渕aybe over a five-year period we could have an increase in the science budget that is not just a monetary increase鈥, he suggested.

鈥淥ne of the great selling points of the EU Horizon programme is that it鈥檚 very visible and understandable to the public,鈥 said Mr Skidmore. 鈥淧eople know where the money has come from and what it鈥檚 being spent on.鈥

He added that he was interested in considering the question of 鈥渋f we鈥檙e going to look at increasing the science and research budget for the longer term, how can we do so in a structured, sustainable way that might also create a multi-[year] financial framework where the public can say, 鈥榯hat came from that particular pot鈥.鈥

The minister referred to 鈥渉aving an overarching framework programme like they have in the EU鈥. He added that 鈥渕y ambition and the government鈥檚 ambition is still to associate into Horizon Europe鈥.

鈥淏ut we want to go further,鈥 he continued. 鈥淭he prime minister has been very clear he wants to go further in a number of areas.鈥

A framework programme approach could 鈥渂egin to create more missions鈥, Mr Skidmore said, outlining his second priority. There is currently a mission-based approach in some research funding, but there was scope to 鈥済o further and centre these missions within a financial programme for science鈥, he added, suggesting that such programmes could run from 2025-30, for example.

This would demonstrate that particular research projects 鈥渂elong to a programme that taxpayers鈥 money 鈥 their money 鈥 has paid for, and that they can share in the benefits of that research鈥, the minister argued.
