Howard Phelps, chairman of governors at Cirencester College, has been appointed the new chairman of the Association of Colleges. Mr Phelps, a former board director of British Airways and P & O, takes over from Graham Baskerville, principal at Chippenham College, Wilts. Mr Baskerville will become deputy chairman.
