In Saskatchewan an honorary degree for the former head of China's secret police has proved controversial. Qiao Shi, now chairman of China's National Congress, did not, however, decide to decline his honorary doctor of laws bestowed upon him by the University of Regina. Security was tight as 15 students and faculty members protested when Mr Qiao, former director in charge of the comprehensive consolidation of public order of the Chinese Communist Party central committee, collected his degree at the convocation ceremony.
