EU drops limit on fixed-term contracts but sector concerns remain

Revised policy fails to address key causes of research career precarity, university leaders say

The European Union has revised plans to recommend member states impose a one-third 鈥渕aximum threshold鈥 on the use of fixed-term contracts in academia, after sector leaders called the proposal 鈥渦nworkable鈥.

Adopting a European Commission paper聽that sets out a series of measures aimed at reducing precarity in research careers, the European Council 鈥 which represents heads of national governments 鈥 removed the suggested maximum threshold of 鈥渙ne-third of fixed-term contracts in the overall researchers鈥 human resources of a given employer鈥.

Instead, the council proposed that member states 鈥渃ould, on a voluntary basis, incentivise the establishment of a maximum threshold for the number of fixed-term contracts per organisation in researcher human resources overall鈥, without specifying an upper limit.

The European Commission鈥檚 original submission drew concern from umbrella groups including the Guild of European Research-Intensive Universities and the European University Association (EUA), which had warned: 鈥淭he same target threshold is unlikely to fit all university needs, nor does it respect their autonomy.鈥

The League of European Research Universities (Leru) called the threshold 鈥渦nworkable鈥, adding: 鈥淔ixed-term contracts are a direct consequence of the competitive way research funds are allocated on a project-like basis.鈥

In response to the latest developments, Leru commended the modification of the threshold suggestion, but stressed that the group maintained 鈥渟pecific concerns鈥 regarding the overall recommendations. 鈥淐reating a toolbox and recommending its use could be useful, but it is not going to solve the fundamental issues that haunt researchers and research institutions,鈥 the聽university association said.

Previous council recommendations, Leru said, had led to 鈥渇urther policy fragmentation, as all 27 member states make their own translation and create their own ways of implementation鈥.

Bert Overlaet, chair of the Leru policy group on careers, told聽探花视频聽that the revised text asked even less of EU member states than the original, noting the replacement of terms such as 鈥渟hould鈥 and 鈥渆nsure鈥 with softer words like 鈥渃ould鈥 and 鈥渆ncourage鈥.

鈥淓ven the slightest hint of commitment has been changed into something non-committal,鈥 he said. 鈥淭he alterations have made it even more clear that the member states don鈥檛 want to commit to what has been agreed. They want to do their own thing and forget about it when they get home.

鈥淥ur concern has always been that this voluntary approach is very limited.鈥

Professor Overlaet said the revised recommendations also failed to address one of the key causes of career precarity: project-based, short-term university funding. 鈥淗ow can we expect institutions to offer long-term contracts if there is no long-term funding?鈥 he asked. 鈥淲ithout a discussion on the precarity of funding, we don鈥檛 want to discuss precarity of careers.鈥 聽

Disappointing that universities have lobbied against measures to tackle the chronic precarity they have come to rely on (and not just for research either but also teaching) without offering any constructive proposals themselves as what can be done to reduce their reliance on precarious staff and improve the position of fixed-termers.
鈥淲ithout a discussion on the precarity of funding, we don鈥檛 want to discuss precarity of careers.鈥 At last - someone has openly admitted that (by citing autonomy), individuals and institutions can basically do what they want to the careers of people they created ... solely on the justification of money. Its got cotton mills written all over it.
