Target evolution, not radical transformation, universities told

Fundamental values that form higher education at stake, warns president of the European University Association

Universities should focus on making incremental changes to protect them against increased economic and geopolitical shocks, rather than their risking radical reform, according to the president of the European University Association (EUA).

Speaking at the 探花视频 Europe Summit, Josep Garrell said that he felt the role of universities in society was changing as they took on greater social responsibilities.

鈥淭rends from 2024 tend to demonstrate that higher education institutions in the European area are evolving rather than radically transforming鈥, Garrell told the event being held across the Semmelweis and Obuda universities in Budapest.

He described this as a 鈥済ood鈥 outcome, warning that rapid transformations and societal pressure to quickly adapt 鈥渞isk there being wrong decisions鈥, with providers potentially making decisions without questioning 鈥渨hy, what is the best direction to travel?鈥.

Garrell said while internationalisation should be a 鈥渢op priority鈥 for providers, universities 鈥渘eed to be prepared for the impact of geopolitical tension and geopolitical changes鈥.

鈥淭he fundamental values [that form higher education] are at stake. I鈥檓 talking about academic freedom. I鈥檓 talking about academic autonomy, institutional autonomy, the participation of the students in the decision[s] of the universities, so please don鈥檛 take it for granted.鈥

Consequently, universities need to work together to 鈥済uarantee鈥 that 鈥渢he values that create universities鈥 are not eroded.

Garrell warned that the amount that societies are asking of their universities is 鈥渋ncreasing鈥, which he said 鈥渋s good news for the sector鈥.

However, there were risks, he said, including the economic pressure this places on providers. He said that universities need to be 鈥渃areful, because if you embark [on something] without the proper framework or the proper funding, it鈥檚 a real risk鈥.

Consequently, institutions may develop a 鈥渕ission overload鈥 and fall into the 鈥渢rying to do more with less trap鈥,聽owing to a lack of funding and adequate frameworks, as well as a lack of recognition of activities carried out by higher education institutes.

He added that universities need 鈥渦rgent and proper reflection鈥 on the 鈥渆ducational offering鈥, adding that changes to the composition of the student body and the rise of reskilling, upskilling and lifelong learning make this reconsideration more pressing.
