Swiss universities have warned that the country鈥檚 researchers could be excluded from Horizon Europe unless the country breaks a聽deadlock in聽negotiations over its聽wider relationship with the European Union.
They fear a repeat of 2014, when the country was shut out of the research programme鈥檚 predecessor, Horizon聽2020, after Swiss voters backed a referendum to聽curb EU聽immigration.
Now, with talks on an 鈥渋nstitutional framework agreement鈥 stalled, the country could again be prevented from participating.
鈥淭he EU has clearly signalled that it considers progress towards the conclusion of a Framework Agreement to be a聽prerequisite for Switzerland鈥檚 participation in the research and education programmes,鈥 a聽 from Swissuniversities, an umbrella body, warned this week.

鈥淭he Swissuniversities board calls on the Federal Council to avoid by all means the exclusion of Swiss researchers and students from these research and education programmes and to put relations with the聽EU on a聽permanent footing,鈥 the group said.
Berne and Brussels have been trying to hammer out an overarching 鈥渋nstitutional framework agreement鈥 since 2014, in an attempt to replace and consolidate the dozens of deals done between the聽EU and Switzerland.

But progress has foundered on fears that a new agreement could drive down Swiss wages and allow 鈥渨elfare tourism鈥 by EU聽nationals.
As a result, 鈥渄iscussions on Swiss participation [in聽Horizon Europe] are suspended鈥, warned University of Geneva rector Fl眉ckiger Yves on Twitter.
鈥淲ithout an institutional framework agreement, Swiss research would lose its equal access to the most important international research network,鈥 Swissuniversities warned.
The body said the damage done by the 2014 exclusion was 鈥渟till being felt today鈥.

鈥淩esearchers from Switzerland were involved in significantly fewer international projects and received less funding from the聽EU,鈥 it聽said. 鈥淚n聽addition, Switzerland lost its international appeal as a centre of research, education and innovation.鈥
A repeat of that situation 鈥渕ust be avoided by all means鈥, the universities warned.
