The Office for Students (OfS) has launched an investigation into governance at the University of Greater Manchester in the latest blow to an institution that has been mired in controversy. 聽
The English watchdog said it will examine whether the university鈥檚 governing documents upheld the public interest governance principles outlined in its regulatory framework, and whether it had 鈥渁dequate and effective management鈥 to comply with the OfS鈥 conditions of registration.
These principles state that the university must be governed by a 鈥渇it and proper person鈥 and 鈥渙perates openly, honestly, accountably and with integrity and demonstrates the values appropriate to be recognised as an English higher education provider鈥.
The regulator said the launch of the investigation signalled that it had 鈥渋dentified potential concerns that require further scrutiny鈥 but noted the decision to open an investigation 鈥渄oes not mean that any form of non-compliance or wrong-doing has taken place鈥.

It comes after聽Greater Manchester police聽launched an investigation into alleged fraud and bribery at the institution earlier this year. It issued six arrest warrants at seven properties in Greater Manchester and the south of England as part of 鈥渋nitial enquiries鈥 into the alleged financial irregularities.
The university鈥檚 vice-chancellor, George Holmes, was suspended in May聽over the 鈥渟erious allegations鈥, along with聽the university鈥檚 provost and 鈥渁nother senior member of academic staff鈥.

The university has since been led on an interim basis by Greg Walker, pro vice-chancellor (academic).
The OfS said that聽it will co-operate with the police while conducting its own independent investigation.
A university spokesperson said it will 鈥渃o-operate fully with inquiries from the OfS鈥.
鈥淭he university remains committed to the highest standards of integrity and accountability and we will work closely with the OfS.

鈥淚t is important to note, as it says in the OfS statement, that 鈥榯he decision to open an investigation does not mean that any form of non-compliance or wrong-doing has taken place鈥.鈥
