Norway fires research council board amid overspending claims

Research minister shocks sector with purge at top of supposedly profligate funder

Norway鈥檚 research community is聽reeling after a聽tough-talking research minister fired the entire executive board of the country鈥檚 main research funder.

The surprise move by Ola Borten Moe came after public auditors gave the Research Council of聽Norway a聽clean bill of聽health in聽April.

鈥淭his was an absolutely necessary change 鈥 the research council has major financial problems,鈥 Mr Moe told 探花视频. 鈥淲e needed a聽board with a different competence to address the financial problems the research council is currently facing.鈥

In a statement, the Ministry of聽Education and Research said the council had estimated that it would lose NKr1.9聽billion (拢158聽million) by the end of聽2023 and NKr2.9聽billion by the end of聽2024 if no聽measures were taken.

The issues stem from a historic budget surplus, the ministry said, which the council had been politically pressured to spend, a policy that had in recent years led to a serious overshoot.

In a joint statement, the board disputed the ministry鈥檚 account, saying the figures it had given 鈥渄o not show the real financial situation鈥.

It said its over-commitment of funding was 鈥渁t the request of the ministry and in what we have perceived as full understanding and acceptance of the way this is done. We register that there is now a change of course in this area.鈥

The 11-strong board had included Mette Halskov Hansen, a vice-rector at the University of Oslo, and Pinar Heggernes, a pro聽rector at the University of Bergen.

鈥淚 was quite surprised with this dramatic decision, even though I聽talked to the responsible minister a month ago and I聽knew he had serious problems, but I聽was just surprised he chose this solution,鈥 said Lars Holden, chair of Norway鈥檚 Association of Research Institutes.

鈥淭his happened without any dialogue with the higher education sector, and we remain quite worried about the future implications of this decision, particularly because the government has announced that they will be reducing funds [for] the research council in years to come,鈥 said Sunniva Whittaker, rector of the University of Agder and chair of Universities Norway.

Mr Moe said he would appoint a new board 鈥渘ot鈥o change research policy, but to gain control of a serious financial situation in the research council鈥.

鈥淢y goal is for the consequences for the research and innovation environments to be as manageable as possible, but they will feel the impact of this. It is unfortunate for the many talented research environments we have in Norway that we have ended up in this situation,鈥 he said.

Curt Rice, rector of the Norwegian University of Life Sciences, said Mr Moe had 鈥渇rom the very start, been clear on communicating that he thinks the higher education sector is a little bit too free-spending, and that has come up most visibly in connection with building projects鈥.

鈥淢y own university finished a veterinary sciences building just in the nick of time before he showed up,鈥 he added.

Seems like a politician with the balls required to deal with the push-back. Perhaps our funding councils could do with a similar shake up, or at least a regular change of those who decide who gets funding, too many have personal vendettas from my experience.
