Lower tuition fees would only benefit high earners, says Lib Dem MP

MP attacks Labour鈥檚 plan and urges his own party to spend spare public funds on bursaries

A Liberal Democrat MP and university researcher has criticised Labour for considering a plan to lower tuition fees to 拢6,000, while urging his own party to retain the goal of scrapping fees completely.

Julian Huppert, the Cambridge MP regarded by some as a rising star in the Lib Dems, said public funding should be used for student bursaries rather than for immediately lowering fees when he spoke at the party鈥檚 conference in Glasgow this week.

Meanwhile, Vince Cable, the business secretary, criticised the Conservatives by warning that their 鈥渁bsurd鈥 net migration target is discouraging overseas students from coming to UK universities.

Mr Huppert, a researcher at the University of Cambridge, voted against allowing fees to rise to 拢9,000 in 2010, but may still face a tough battle to hang on to his seat in a student-heavy constituency.

Speaking at a fringe event on higher education hosted by Million+ and the National Union of Students on 6 October, he said of 拢9,000 fees: 鈥淭he problems that I thought there might be have not happened. We are getting more people applying to university.鈥

Although he continued that 鈥渢here鈥檚 a question whether that鈥檚 a good thing or not鈥, he said that having 鈥渕ore people from poorer backgrounds applying to university鈥 was undoubtedly positive. 鈥淚 didn鈥檛 think that would happen 鈥 the evidence clearly shows I was wrong,鈥 Mr Huppert said.

Nonetheless, he added on the fees system: 鈥淧ersonally I would still like to get rid of the whole lot.鈥

Mr Huppert argued that a Labour policy to lower fees to 拢6,000 would simply benefit higher earners, allowing them to pay off their loans faster, while lower earners 鈥渄on鈥檛 feel any benefit whatsoever鈥.

He added: 鈥淚f there鈥檚 money available to, let鈥檚 say, reduce fees from 拢9,000 to 拢6,000鈥 would much, much rather use that to provide bursaries for students while they are studying.鈥 At last year鈥檚 conference, Lib Dem delegates voted to commit the party to review the system after the 2015 general election and then scrap fees 鈥渋f possible or necessary鈥.

Mr Huppert stressed that the review 鈥渨ill include the option of getting rid of fees completely鈥.

But he acknowledged that 鈥 to avoid creating a 鈥渞ubbish university system鈥 鈥 government funding would have to be found to replace the lost fee income for universities. 鈥淚 don鈥檛 know exactly how we find it at the moment,鈥 he said.

On postgraduate funding, Mr Huppert said he advocated an income-contingent loans system akin to that provided for undergraduates.

鈥淚鈥檝e been trying to persuade Labour and the Conservatives to be interested; I haven鈥檛 yet managed. I鈥檒l keep going with that,鈥 he added.

In a speech in the conference鈥檚 main hall on 6 October, Mr Cable attacked the Conservatives over an 鈥渁bsolutely absurd immigration target which is plucked out of the air and totally unenforceable鈥.

He continued: 鈥淥verseas students鈥hose fees subsidise British students and earn us 拢9 billion a year in the UK, are discouraged and so off they go to the United States or Australia.鈥
