Leading universities back Switzerland rejoining Horizon Europe

Groups representing 61 research-intensive universities across Germany, France, the UK and Switzerland say that stronger research partnerships strengthen the whole of Europe

The Russell Group has joined other university groups across Europe in supporting 鈥渞esearch powerhouse鈥 Switzerland鈥檚 bid to rejoin the Horizon Europe programme.

In a joint statement, the groups welcomed the news that the Swiss Federal Council approved a draft negotiating mandate with the European Union.

Representing 61 leading research-intensive universities across Germany, France, the UK and Switzerland, the groups call for the European Commission and the Swiss Federal Council to work positively together to secure Switzerland鈥檚 association to the global research programme.

Highlighting the benefits of Switzerland鈥檚 association to the programme, the letter expresses the positive impact that would be felt in Horizon should the country join.

鈥淪witzerland is a research powerhouse,鈥 it said. 鈥淕iven the multifaceted geopolitical and environmental challenges we face, Switzerland鈥檚 association is crucial to allow Europe to remain globally competitive and shape its own future successfully and on its own terms.

鈥淪tronger research partnerships strengthen the whole of Europe.鈥

罢丑别听UK鈥檚 return to the programme in September聽raised hopes that Switzerland,聽which was locked out of Horizon in 2021 after negotiations concerning its wider relationship with the EU broke down, could follow suit.

The university groups 鈥 the German U15, France鈥檚 Udice, the UK鈥檚 Russell Group, and Switzerland鈥檚 swissuniversities and Chamber of Universities 鈥 outlined three key reasons for associating Switzerland.

They said Switzerland聽was a 鈥渓ike-minded country鈥 and a key partner for the EU research community 鈥 and vice versa 鈥 during times of geopolitical tensions and economic uncertainties.

鈥淭he inclusion of a partner like Switzerland significantly bolsters our capacity to navigate through these uncertainties, following the UK鈥檚 recent full association,鈥 they said.

The groups also said that Europe鈥檚 scientific future聽lay in collaboration, and that Horizon Europe聽was the 鈥減rime mechanism鈥 for this.

鈥淭o respond to future challenges and seize future opportunities, Europe needs to be able to attract and work together with the best talent around the world, especially in like-minded countries,鈥 they added.

And they praised the significance of Switzerland鈥檚 expertise in environmental research and sustainable innovation in Europe鈥檚 green transition, adding: 鈥淲e can only tackle cross-border challenges by working together.鈥

Experts have suggested that the UK and New Zealand鈥檚 long-awaited association聽will spur on talks with other nations, including South Korea and Japan 鈥 with聽Canada already set to join the 鈧95.5 billion (拢83 billion) research funding programme.
