Labour warns against cronyism in academic freedom appointment

Opposition bid to exclude political donors foiled as government amendment on foreign funding passes

England鈥檚 new director for freedom of speech and academic freedom must be impartial, the shadow higher education minister has said,聽despite failing in a bid to block聽party political donors from being appointed to the position.

础辫辫濒颈肠补迟颈辞苍蝉听have opened聽for the 拢99,164-a-year-position who will sit on the Office for Students鈥 board, despite the legislation聽that mandates its creation still making its way through the House of Commons.

A job description for the full-time post states that the director will oversee the 鈥減romotion of the importance of freedom of speech and academic freedom in higher education鈥 as well as 鈥渢he implementation and operation of a new complaints scheme for individuals鈥.

Applicants will have to prove they possess 鈥渟trategic and influential leadership skills鈥, a 鈥渄emonstrated commitment to consistently and publicly upholding聽the values of freedom of speech and academic freedom鈥 and the 鈥渁bility to manage and bring about sector-wide change鈥.

Matt Western, Labour MP for Warwick and Leamington, said the 鈥淥rwellian鈥 post will be handed 鈥渟weeping powers鈥 by the government if the Higher Education (Freedom of Speech) bill passes, including the ability to fine institutions if they are found to be in breach of the law.

鈥淭hey alone will be responsible for ensuring universities and students鈥 unions are upholding their freedom of speech duties, acting as judge, jury and executioner in free speech complaints,鈥 he told a House of Commons debate on the legislation.

Mr Western said that the government had a track record of appointing Conservative Party supporters to these types of positions, citing the聽appointment of Lord Wharton聽鈥 who ran prime minister Boris Johnson鈥檚 leadership campaign 鈥撀燼s chair of the OfS, despite聽lacking prior experience in higher education.

The shadow minister attempted to amend the legislation so that anyone who had donated to a political party in the past three years would be exempt from the position, and Parliament would get the final say on whoever was appointed, but it was rejected.

鈥淲e need more process, we need more transparency, we need an honest approach to this if we are to clean up our politics,鈥 he said before the vote.

He also pointed out that the job description for the position posted online did not list having legal expertise as one of the competencies for the post.

Mr Western said he viewed this as a necessity 鈥済iven the sensitivity, the importance and how delicate some of these cases will become鈥.

He was speaking as the bill returned to the Commons after a聽300-day wait聽since it was last debated at the committee stage.

Introducing the debate, higher education minister Michelle Donelan said legislation was needed due to students having to 鈥渟elf-censor鈥 on campus, academics being 鈥渂ullied鈥 over their views and legitimate speakers and guests being 鈥渘o platformed鈥 and 鈥渧erbally or physically abused鈥 on campuses.

She said it would require providers 鈥渘ot only to protect but promote鈥 freedom of speech and academic freedom and place these duties directly on students鈥 unions as well. The new director on the OfS board will provide 鈥渆ffective enforcement mechanisms鈥 to ensure the legislation is not 鈥渢oothless鈥, she said.

Speaking about Labour鈥檚 amendment that sought to prevent party donors from taking on the role of director, Ms Donelan said the country has a 鈥渞obust鈥 public appointments process which does not bar people who are members of political parties. It would not be 鈥渃onsistent鈥 to appoint the director position in a different way to other OfS board members, she added.聽

The government鈥檚 own amendment that would聽ensure overseas funding of English higher education providers聽would be monitored by the sector regulator聽passed and was added to the bill.

So Conservative Party donors buy a position. Would those donors have associations with Russian Oligarchs. According to 'opendemocracy' that is possible. Discuss.
The postholder needs to be someone with a good understanding of ethics... which probably disqualifies anyone with political connections!
Some very elite universities have no recusals so when a person is a friend of the interview panel members interview that person along with outsiders with vastly stronger CVs, the interview panel always conclude their friend was better despite the lack of publications and teaching accolades. Worst offenders are those UK unis ranked in the top 20 in the world--they are clubs not interested in quality research as they will be ranked well regardless. They attract the best students, but many of the staff in them would never have had the ability to study at them.
