Joining Horizon Europe could take a year, says George Freeman

Science minister says Treasury should release Plan B funding to ensure UK science does not suffer if negotiations take months

Science minister George Freeman has warned that it聽might take another year before the UK is聽allowed to聽join Horizon Europe, saying that millions of聽pounds set aside for Plan聽B should be聽released while a聽deal is聽hammered out.

Playing down hopes that UK association to聽the European Union鈥檚 flagship research scheme was imminent after a聽deal on聽Northern Ireland trade rules was agreed earlier this week, Mr Freeman told an audience in聽London on 1聽March that 鈥渧ery, very high geopolitics is sitting in the prime minister鈥檚 in聽tray鈥 and that a聽similar deal for Switzerland to聽re-enter Horizon Europe back in March 2016 had taken almost a聽year to聽take effect.

Speaking at a conference on research organised by the Higher Education Policy Institute and Elsevier, Mr Freeman said he 鈥渄id not want to be signing something in 11 or 12聽months and we lose another year of funding鈥, referring to the recent decision by the Treasury to claw back 拢1.6聽billion in unused science funding that had been set aside for Horizon Europe in 2022-23.

鈥淲e made a commitment to the sector, and we want to honour that commitment,鈥 he added, on promises that UK science would not be financially worse off if it remained outside Horizon Europe.

While the UK was waiting for the European Commission to ratify its membership of Horizon Europe, plans for a domestic alternative, known as Plan聽B, have been created, and Mr Freeman said he would like to see some of these fellowships, international partnerships and innovation funding schemes put into place.

鈥淕iven we developed a powerful programme, I聽want to spend that money on a surge in support for fellowships and programmes,鈥 said Mr Freeman, who added that he was also 鈥渋ncredibly excited by the opportunities鈥 that Horizon Europe membership would present.

However, Sarah Main, executive director of the Campaign for Science and Engineering, said she was less gloomy about the timeline for joining Horizon Europe, observing that Ursula von der Leyen, the European Commission president, had appeared 鈥渋mpatient鈥 in her wish for the UK to join Horizon Europe.

The entire Windsor Framework on Northern Ireland trade protocols had taken only 鈥渢hree or four months鈥 to conclude, so revising the UK鈥檚 already agreed deal should not take as long, she said.

As 探花视频 reported, the UK will need to renegotiate its financial contribution to Horizon Europe,聽which began in February 2021, because it would be聽joining midway through the programme.

However, Ms von der Leyen told a press conference on 27聽January that she expected Horizon Europe talks to 鈥渟tart immediately鈥 after the Northern Ireland deal was concluded.
