China influence case tests academic freedom in New Zealand

The silencing of a China expert turns into broader debate about academic freedom and foreign ties

Global academics have rallied around Anne-Marie Brady, a professor at the University of Canterbury who has been under review by her institution and has been told not to speak publicly about her case, according to her lawyer.

Her research, 鈥淗olding a pen in one hand, gripping a gun in the other鈥, co-authored by Jichang Lulu and Sam Pheloung, investigated alleged links between New Zealand universities and the Chinese military. The paper was submitted to parliament in July and also , a US thinktank.

In the paper, Professor Brady outlines the high stakes for China-New Zealand relations. 鈥淯ntil the Covid-19 pandemic, the PRC [People鈥檚 Republic of China] was also New Zealand鈥檚 largest market for foreign students, largest tourism market, and sixth largest foreign scientific research partner.鈥

Complainants claim that Professor Brady鈥檚 work cited 鈥渕anifest errors of fact and misleading inferences鈥, Canterbury鈥檚 deputy vice-chancellor (research), Ian Wright, .

However, nearly 200 international academics have signed saying that Professor Brady鈥檚 鈥済round-breaking research鈥 has had a 鈥減rofound impact internationally, based as it is on meticulous research and her analytical insights over 20聽years of scholarship in this area鈥.

They urged the university to apologise, and for complainants to practise the 鈥渘ormal way of disagreeing with a paper 鈥 publishing their criticism鈥.

Stephen Franks, Professor Brady鈥檚 lawyer, told 探花视频 that Canterbury 鈥渉as ordered her not to communicate about their 鈥榬eview鈥 and the complaint鈥.

鈥淭he university鈥檚 failure to direct the complainants to normal academic remedies 鈥 publish their criticisms if they had confidence in them 鈥 is generating significant disquiet and internal protest from staff at her university, and elsewhere in New Zealand,鈥 he said, adding that 鈥渢he university would be a laughing stock if the chilling effect was not so obvious鈥.

A Canterbury spokesperson confirmed to THE that it was responding to four formal complaints from academic staff at Canterbury and other universities. The review, which is being held 鈥渁s reputations of academics are in question鈥, was initially planned for September but has been postponed because of a request by Professor Brady, the spokesperson said.

Canterbury responded about the case that it supported 鈥渢he freedom of academic staff and students鈥.

THE understands that Professor Brady鈥檚 paper is being reviewed to determine whether it complies with the university鈥檚 , which upholds academics鈥 right to express their views freely on all topics 鈥渨ithout fear of discrimination or disadvantage鈥.

A Canterbury colleague, who asked not to be named, said that administrators would be able to take action under the policy only if they could prove that Professor Brady had not acted in good faith 鈥 鈥渨hich they won鈥檛 be able to do鈥.

The colleague said the university鈥檚 action meant that Professor Brady was now 鈥済agged鈥 and 鈥渦nable to defend herself鈥 after raising 鈥渧alid questions about Chinese defence spending鈥.

However, a Canterbury spokesperson said that 鈥渢he university has not gagged Professor Brady, and any suggestion that it has is incorrect鈥.

Catherine Churchman, an Asian studies lecturer at the Victoria University of Wellington and an acquaintance of Professor Brady鈥檚, that government actions showed that Professor Brady鈥檚 broader concerns have been taken seriously.

She told THE that the complaint should have been addressed through more transparent channels.

鈥淚f there really were defamation issues, then the university could have taken up a court case against her, but this would have caused them severe reputational damage," she said. 鈥淭he proper way to deal with it would have been through a point-by-point academic rebuttal, but this would mean examining the paper and the larger issue in great detail and drawing more attention to the issue. The point of the 鈥榬eview鈥 seems to have been to shut Professor Brady up with the minimum of fuss and outside scrutiny.鈥

Surely China shoiu;ld have the exact same influence on the research of scholars in New Zealand as New Zealand has on the research of Chinese scholars in Beijing?
China is run by a radical dictatorship and has been successful in silencing any opposition, using its financial and industrial influences. The fake concepts of 'freedom of speech' and 'democracy' are swept under the carpets when governments think about their interests. Look how brave Macron is when he defends silly, meaningless, offensive and disgusting caricatures! Simply because the leaders of Islamic world are just too cowards to face him because of their deep corruption. Can any of the 'brave' western leaders dare and criticise China, e.g. for its dehumanisation of the Uyghur? for its dictatorship for their lies about COVID19?
When the embedded CCP officials have no direct control or influence, as they do over Chinese Nationals in 'Western' Academia, they always have to option of leaning in the University and threatening financial actions. Where there's a Confucius institute especially so...
The Chinese might be correct in stating the western ideas of academic freedom, democracy and individual freedoms overbidding the will of the state are colonialist and imperialist by the west. As numerous scholars on this site have stated no one culture is superior to another. Critical theory, Western Marxism and Neo-Marxism, and the Frankfurt School. These are influential in humanist studies and especially sociology rather than the science and technology fields, as most would not support traditional non-western cultural methods as superior to the current scientific method.
