Bedfordshire faces monitoring after OfS registration breach

University required to report to English watchdog as it addresses quality concerns relating to business and management courses

The English regulator has announced that it will subject the University of Bedfordshire to 鈥渆nhanced monitoring鈥 after ruling that the institution breached its terms of registration.

The Office for Students鈥 decision follows last year鈥檚 quality assessment into Bedfordshire鈥檚 business and management courses, which found that聽the university had fallen short on the watchdog鈥檚 requirements聽to offer flexibility for working students, to monitor student engagement with courses, and to take action to address 鈥渓ow continuation rates鈥.

The sector watchdog said that 鈥渢he university had not taken all reasonable steps to ensure that students received the resources and support they needed for a high-quality academic experience鈥, meaning it had聽breached its 鈥淏2 requirements鈥 to offer students appropriate resources, support and engagement.

The measures will require the university to periodically report to the OfS about the changes it is implementing, and the OfS said it will only lift the provisions 鈥渙nce it is satisfied that the remaining risks have been resolved鈥. It may consider 鈥渇urther action鈥 if the risks persist.

The initial quality assessment found that between 2016-17 to 2019-20, the non-continuation rate for students on Bedfordshire鈥檚 undergraduate business and management courses stood at 40.7 per cent.

Since then, the OfS said that the university has worked 鈥渃ollaboratively鈥 with the watchdog to construct a set of plans and initiatives designed to address the concerns.聽

But it outlined that it does 鈥渘ot yet consider that all risk of non-compliance has been mitigated鈥 and noted that the university had only implemented some of these initiatives 鈥渞elatively recently鈥.

罢丑别听聽says: 鈥淲e also do not have strong evidence that it has implemented its initiatives effectively and that they are producing positive impacts for students.聽

鈥淯sing our risk-based approach to regulation, we have determined that it is appropriate that the OfS has a role in monitoring the implementation of the provider鈥檚 actions, and ensuring the provider demonstrates the impact these actions are having on performance.鈥

Jean Arnold, deputy director of quality at the OfS, said universities must take steps to ensure that they 鈥渦nderstand and take account of the needs of their particular students, providing them with the resources and support that help them to succeed鈥 to meet OfS requirements.聽

鈥淎n important step in providing effective resources and support is taking steps to address gaps where they are found. We are now content that the University of Bedfordshire has a set of initiatives in place to deal with these issues and our monitoring seeks to ensure that these will be implemented effectively,鈥 she continued.

鈥淪ince the assessment report was published, the OfS has continued to work with the University of Bedfordshire, and we are grateful for the university鈥檚 positive response. We will continue to work with it as we monitor compliance with the condition.鈥

The quality assessment formed one of聽eight announced by the OfS in May 2022,聽in what ministers dubbed 鈥渂oots-on-the-ground鈥 investigations on university campuses.聽

Previous OfS reports on business and management investigations found聽four 鈥渁reas of concern鈥聽at the聽University of Bolton, no concerns at聽London South Bank University听补苍诲听no concerns聽at the聽University of East London. Five areas of concern were identified at Buckinghamshire New University, and one at the University of Wolverhampton.
