Australia鈥檚 government has legislated a聽tranche of Universities Accord recommendations, securing passage of a聽bill 迟辞听introduce paid practicums, boost the number of聽free enabling courses and change the indexation of聽student debt.
The bill also requires institutions 迟辞听allocate student-led organisations at聽least 40聽per cent of聽the money raised through a聽compulsory student services fee. And it聽overcomes one of聽the last remaining obstacles 迟辞听the amalgamation of聽the universities of聽Adelaide and South Australia by聽authorising the government 迟辞听fund the soon-to-be merged Adelaide University.
The bill鈥檚 passage represents a victory for the government after its plan to cap international enrolments next year was thwarted by聽the opposition.
The government has in effect given up on that proposal, putting it near the end of a wish list of 29聽bills still requiring Senate approval. The last parliamentary sitting of the year ends on 29聽November.

Universities Australia (UA) said the approval of the accord legislation was 鈥渁聽big win鈥 for students and graduates. It 鈥渨ill make a positive difference at a time when many Australians are struggling with the high cost of living鈥, said chief executive Luke Sheehy.
The bill will excise some A$3聽billion (拢1.5聽billion) from student debt because the change to the indexation formula was backdated to before last year鈥檚 near record 7.1聽per cent hike. Instead, a 3.2聽per cent mark-up will retrospectively be applied. Education minister Jason Clare said the Australian Taxation Office would return the difference to graduates 鈥渁s soon as possible鈥.

While the measures had widespread support in the sector, universities objected to being given the job of administering the payments for practicums. UA said it would 鈥渨ork with the government to overcome any administrative burdens鈥.
The legislation was passed unchanged, with more than 10聽amendments voted down. They included a Greens motion to erase all student debt, eliminate tuition fees for public tertiary institutions and increase the stipend for student practicums to minimum wage level.
The Senate also rejected a Greens amendment fast-tracking the government鈥檚 election promise 迟辞听wipe 20聽per cent of student debt.
